The UK and US have signed a important trade agreement that will ensure no tariffs on British pharmaceutical exports going into the US market.

The Terms of the Accord

In exchange for the tariff guarantee, the UK has pledged to raise funding on drugs through the NHS. This commitment secures that tariffs on these vital exports will stay at nothing for a period of three years.

This deal is in response to recent warnings to dramatically increase import taxes on patented drug imports, with potential rates discussed as high as double the cost.

"This deal between the Britain bolsters the international landscape for new treatments and brings much-needed equity to American-British medicine commerce," a statement noted.

Trade Impact

Drugs represent one of the UK's largest export categories to the United States, which is easily the largest market for large companies like GSK and AstraZeneca.

Statistics indicate that in the 12 months to the end of last September, the UK shipped drugs worth over eleven billion pounds to the US. This amount accounted for nearly one-fifth of all goods exports in that timeframe.

"This guarantee protects work, increases capital expenditure and sets the stage for the UK to establish itself as a international leader for medical research," a minister stated.

Specific UK Commitments

The deal includes several specific changes from the UK:

  • Higher Cost Ceiling: The UK will lift the cost ceiling at which it judges new treatments to be unaffordable by twenty-five percent.
  • Boosted Medicine Funding: There is a target to double overall NHS spending on medicines from 0.3 percent of Gross Domestic Product to 0.6% over the coming ten years.
  • Rebate Cap: The sum manufacturers must pay back to the NHS to control costs will be capped at fifteen percent. Previously, repayments topped twenty percent.

Broader Context

This agreement takes place against a ongoing tension between the drug companies and the UK government over spending levels and NHS adoption.

These tensions were heightened by arguments that American consumers were charged significantly more for the same drugs than people in the Britain and the EU.

In recent months, several major manufacturing plans in the UK have been halted or abandoned, while multi-billion-dollar funding commitments have been pledged toward projects in the United States.

One official stated that the NHS had to increase expenditure on drugs, noting that its expenditure on drugs had declined as a share of its resources over the past decade.
